Where else in the world do such solutions operate?

The Openness policy grows the fastest in the United States, where it is adopted at the level of cities, states and at the federal level. The trend of open data has reached Europe. An example of cities that have successfully implemented a policy of open data is Enschede in the Netherlands or Helsinki in Finland.

Why Gdańsk is the first city in Poland doing it?

The introduction of the policy of openness is a project that requires a large commitment – it involves structuring of large amounts of data and their consistent sharing. Perhaps for this reason, so far no other city decided to create a formal document regulating the issues of access to urban public data. The City of Gdańsk sees open data as an opportunity to strengthen the city’s image as a modern and innovative – that’s why it decided to announce an openness manifesto.

What are the consequences of its introduction?

The introduction of the openness policy is the creation of the Open Data Portal, through which the city will gradually publish the public data of a certain standard. Data available through the portal will be: accessible, timely, complete, machine-readable, available without discrimination and without licensing restrictions.

Why did Gdańsk decide to start work on the Openess Policy?

Polish law guarantees all access to public information – one can gain access to data by submitting a proper application. The City of Gdańsk wants to meet the expectations of citizens and facilitate their way to reach the public information. Access to the data using a specially dedicated website will allow residents to easily familiarize themselves with the operation of their city. It also allows increased involvement in the affairs of the city and facilitates the implementation of new social and business initiatives based on public data.

What is the Openess Policy?

Openness Policy is a process which consists in sharing with the citizens data collected by the city and the use of new technologies to promote transparent governance. It assumes a gradual release of new collections of public data, published in the open and structured formats allowing their re-use. Its aim is to create conditions for the innovative use of information and inspiring entrepreneurship.
